Islamic Academy of Canada Update

The Islamic Academy of Canada (IAC) wishes you all, Allah’s blessings, happiness, peace and joy.
IAC provides brief overview leading to the issue of Tenant Improvement Building Permit by the City of Surrey.

1). 2006 a mezzanine floor was constructed on the 2nd floor. This was non-compliance according BC Building Codes. No permit was obtained. See Email below:
“Tenant improvement projects must comply to the current Code. This has been our policy and interpretation for years.
BC Building Code Sentence 1.1.1.1. (1) “This Code applies to any one or more of the following :…( d) an alteration of any building.”

2.) Thereafter, several Fire Inspections occurred.  City of Surrey, Fire Inspector determined deficiencies in the installation of sprinkler systems, exit lights, fire extinguishers and separation of fire walls between the ground floor and upper floor.
3). In November 2015, at the insistence of the City Fire Commissioner and the City Planning Department, The Islamic Academy of Canada regrettably closed its facility due to non-compliance of building and fire codes. The building has been sitting vacant since.

“We have re-searched the address file and unfortunately you do not have the necessary building permit to occupy the above unit as an assembly occupancy (i.e., Building Permit Application #15-021534 dated March 13, 2015 related to constructed alterations is pending) consequently we need to ensure compliance with the requirements of the BC Building Code as soon as possible”.

4). Subsequent to the closure of the building, IAC  hired Urbancity Architecture, Ewan Design + Construct Inc, Tides Consulting Engineering, BSA Engineering Consultants Inc and KNH Engineering and Jensen Hughes – Code Engineer to move the project forward as quickly as possible.

5). After much struggle with back and forth movement via emails, personal visits to the City, with professional stakeholders, Alhamdu-Lillah, The Islamic Academy of Canada, with blessings and mercy of Allah swt, received its Building Permit for Tenant Improvement on February 02 2018. Sprinkler Permit forthcoming.

6). The estimated cost projected at $150,000.00 with complete renovation including physical, mechanical, electrical, architectural and structural changes including sprinkler systems.

“Good Morning Mr. Hassan:
 
As previously indicated; the Islamic Academy of Canada has not received a needed permit to allow the unit being occupied as ‘assembly occupancy’. It is crucial to meet with you and a Registered Professional (Architect or Engineer) to discuss the needed details for issuance of the necessary permit. In addition; the Islamic Academy of Canada has applied for a business license on August 29, 2014 and the application is on hold pending issuance of the required building permit.
 
We have no other option than posting a “no occupancy” notice if there is still failure to demonstrate compliance with the BC Building Code requirements. Please provide us with two options (date/time) for a meeting this week.
